Milan Rapaić je rođen 17. 11. 1982. godine u Rumi.
Osnovnu školu "Dušan Jerković" i Gimnaziju "Stevan Puzić" završio je u Rumi.
Fakultet tehničkih nauka u Novom Sadu, Odsek za računarstvo i automatiku, upisao je 2001. godine. Godine 2006. diplomirao je na Smeru za automatiku i upravljanje sistemima, sa diplomskom-master tezom: "Primena Lagranževe leme u rešavanju problema optimalnog upravljanja kontinualnim dinamičkim sistemima".
Tokom studija postigao prosečnu ocenu 9,97. Tokom studija bio je stipendista Fonda Vlade Republike Srbije za mlade talente. 2006. godine nagrađen je kao najbolji student Fakulteta tehničkih nauka.
Godine 2007. upisao je doktorske (PhD) studije na Fakultetu tehničkih nauka, Univerziteta u Novom Sadu, pod mentorstvom prof. dr Zorana Jeličoća. Doktorsku tezu pod nazivom "Optimalno i suboptimalno upravljanje klasom sistema sa raspodeljenim parametrima" odbrani je 2011. godine.
Na Fakultetu tehničkih nauka, Katedri za automatiku i upravljanje sistemima, zapošljava se 01. decembra 2006. godine. U zvanje docenta biran je 2011 godine. Godine 2016. biran je u zvanje vanrednog profesore.
Tokom naučne karijere objavio je više od 100 radova u međunarodnim i domaćim časopisima i konferencijama.
